If your income qualifies you for a premium tax credit or cost-sharing subsidy, you can only access those savings through Washington Healthplanfinder — not by going directly to a carrier. For many people, this makes on-exchange the right starting point.

 

Off-exchange plans are purchased directly from an insurance carrier, outside the marketplace entirely. They're the same ACA-compliant coverage types, but without access to any federal subsidies. Off-exchange can make sense if your income is above the subsidy threshold or if you're looking for a specific plan not available through the marketplace.
